The idea is as follows:
Put one stroller with one baby into the elevator, place the other unassembled stroller into the stroller basket, and hold the second baby in your arms. As soon as you exit the elevator/entrance, place the baby into the stroller that you will unfold, and connect the strollers with the clips.
When the babies are small, there is an option with a twin carrier where you place the babies in the twin carrier and fold the tandem stroller, then transfer the babies to the stroller after exiting.
